Property managers in Australia report that dealing with aggressive and abusive tenants is the most significant occupational challenge they face, outranking workload volume and legislative complexity. One consistent finding across the sector is that the inability to step away from tenant contact outside business hours contributes directly to poor mental health outcomes and turnover.

The structural problem is that tenant communication in most agencies has no triage layer. Every call, email, and message reaches the property manager directly, at all hours, regardless of whether it requires their specific expertise or simply needs a human response following a documented process.

The Contact Types That Move and Those That Stay

After-hours maintenance intake for non-urgent issues. A tenant reporting a dripping tap or a broken blind at 9pm can be handled at the desk. The offshore team member takes the report, logs it in the system, sets it for the next business day action queue, and sends the tenant a confirmation message with a reference number and expected response timeframe.

Rent arrears first-contact messages. For tenants who have missed a payment, the first templated contact can be sent by the offshore team member once the rent ledger triggers the arrears threshold. The message follows the correct legislative sequence for the relevant state. The property manager receives a daily arrears summary showing all tenants contacted and current status.

Legal notices and formal communications. All formal tenancy notices are issued by the property manager following legislative requirements. The offshore team member may format and prepare documents, but the property manager reviews and authorises before anything is sent.

Scripts, Escalation Rules and Documentation Standards

The desk works because the decision rules are written before the first call is taken. Three documents make this possible.

Contact type classification guide. A one-page reference that maps common inbound contact types to the appropriate response pathway: handle and close, handle and log for PM review, or escalate immediately. This document is reviewed and updated quarterly as new contact types emerge.

Call scripts for the five most common contact types. Status update on maintenance. After-hours non-urgent report. Arrears first contact. Routine query on lease or rent. Inspection notification confirmation. Each script includes the system navigation steps alongside the conversation text, so the offshore team member can find and confirm information while speaking with the tenant.

Escalation protocol. Three escalation triggers are written explicitly: aggression or abusive language from the tenant at any point in the call, a tenant stating intent to take legal action or lodge a formal complaint, and any maintenance report involving safety (gas, water, structural, or electrical). When any of these triggers occurs, the offshore team member follows the script for that escalation type, which involves transferring or logging the matter and notifying the property manager within a defined timeframe.

Software and System Integration

The offshore communication desk works within the agency’s existing property management software. The team member needs read access to the portfolio, tenant, and maintenance records, and write access to log contacts and update status fields. They do not need owner record access or financial system access for a communication-only role.

Escalation rate. The percentage of contacts that escalate to the property manager. In the first four weeks, escalation rates typically run higher as the team member builds portfolio familiarity. The rate normalises as the classification guide is refined from real contact data, settling at around 15 to 20% of contacts for a well-classified portfolio.

Tenant follow-up contact rate. The number of tenants who contact the agency again on the same matter within 48 hours of an initial desk response. The target is one contact per matter. A rate above 20% repeat contacts on the same matter signals the initial response is missing information or accuracy.

Property manager out-of-hours contact volume. Tracked weekly, this shows whether the offshore desk is absorbing the after-hours load that previously reached the property manager directly. A declining trend over the first 90 days confirms the structure is functioning as designed.
