South Australia's New High-Risk Construction Rule Just Landed. Here Is What It Means for Your SWMS Process
SA's 1 July 2026 high-risk construction rule change means more SWMS and training records. Here's how builders are keeping the system under control.

From 1 July 2026, South Australia’s definition of high-risk construction work changed. Work with a risk of falling more than two metres now falls under the national high-risk threshold, which means more tasks on a typical site trigger a mandatory Safe Work Method Statement. For builders and trades businesses that have been managing SWMS on an ad hoc basis, this is the point where that approach stops working.
What Changed on 1 July 2026
South Australia’s WHS Regulations now align with the national two-metre fall-risk standard for high-risk construction work. Tasks that previously sat below the threshold, such as certain roof access, scaffold work, and elevated platform tasks, now require a documented SWMS before work starts.
The change expands the volume of SWMS documents a site needs, the frequency with which they need reviewing, and the amount of training evidence a business has to keep on file and be able to produce.
What the Two-Metre Threshold Means for a Normal Week on Site
Picture a mid-sized residential builder running three or four sites at once. Under the old threshold, a supervisor might have written and filed two or three SWMS documents a month. Under the new definition, that number climbs, because more of the routine work, gutter access, second-storey framing, scaffold erection, now sits inside the high-risk category.
Each of those SWMS documents needs to be current, specific to the task and site, signed off by the workers doing the job, and available for inspection. Alongside that, working-at-heights training evidence under RIIWHS204E needs to be on file for every worker doing elevated work, with many Tier 1 principal contractors expecting that evidence to be no older than two years.
For a supervisor already running a site, this adds up quickly. Where a fortnight might previously have needed one new SWMS for a genuinely high-risk task, it can now need three or four, each requiring a site-specific risk assessment, a toolbox talk to walk the crew through it, and signatures collected before work starts. Each task is manageable in isolation. The problem is volume, landing on people who are already running sites with little time left at a desk.
Where SWMS and Training Records Usually Fall Apart
The failure pattern is consistent across builders of this size. A site supervisor writes a SWMS the morning a task starts, because there was no system prompting it earlier. Training certificates sit in a folder on someone’s laptop, or worse, in a stack of paper in a ute, with no central register showing who is current and who has lapsed. When a principal contractor or an inspector asks for evidence, someone spends half a day tracking it down instead of five minutes pulling it up.
Take a common scenario: a scaffolder due for a RIIWHS204E refresher lets it lapse without anyone noticing, because the only record of the expiry date was a photo of a certificate taken eighteen months earlier. The worker keeps doing elevated work. Nobody catches it until a principal contractor’s site audit flags it, at which point the business is scrambling to book a refresher course and, in the meantime, has been running a site with a worker doing high-risk work on an expired qualification.
This is where SWMS becomes a tick-box exercise instead of a working safety document. The paperwork gets produced to satisfy the requirement, disconnected from what is actually happening on site, and the training register becomes something nobody trusts because nobody owns it.
Building a SWMS and Training Record System That Holds Up
A system that works has three parts: a template library specific to the tasks the business actually does, a central register that tracks who is trained, current, and assigned to which site, and a review cycle that catches expiring certifications before they lapse rather than after an inspector asks.
Most builders already have a job management or document system that can hold this. What is usually missing is someone whose job it is to keep the register accurate, chase outstanding sign-offs, flag upcoming training expiries, and keep the SWMS template library aligned with the tasks the business runs, rather than leaving that to whichever supervisor has time that week.
